Mudslide components

Mudslide contains the following components:

* `mudslide` - the main mudslide python package
* `mudslide` - a command line script that runs Tully scattering simulations
* `mudslide-surface` - command line script to generate a 1D PES for a model
* `mudslide-make-harmonic` - command line script to prepare a harmonic model from a turbomole calculation
